You will have seen from your local Press that Hilton Cheong-Leen called on Mr. Royle a few weeks ago. The meeting was arranged at Cheon-Leen's request and I am enclosing a copy of a memorandum he left with Mr. Royle.
Although Cheong-Leen has made much of his talk with Mr. Royle, nothing new came up. All the topics he mentioned are already under consideration in separate correspondence.
It is true that Mr. Royle expressed the hope that he would be able to visit Hong Kong soon. But when he would be able to fit a visit i is still to be settled in the light of other Ministerial commitments in the Recess. (One by-product of the reduction in the number of FCO Ministers is that overseas trips have to be planned with more care!). I expect that you will hear more very shortly- perhaps even by this mail.
In this connexion I should also tell you that we have had it in mind for some time that Laird should visit Hong Kong for ten days or so to meet those with whom he has dealings and to familiarise himself with the affairs of the Colony. I see from Ronnie Holmes' letter of 28 July, which I have just received, that this would be very welcome to you too. We think it would be useful if Laird could make his visit during the first half of September. Would that be convenient to you? If so, he would leave here on Tuesday, 1 September and stay in Hong Kong as long as you could usefully occupy hin. But we would like him back here by 14 September at the latest.
