I understand that Mr. Combs has sent on to you the submission for Lord Chalfont's meeting with Mrs. Hart and

Mr. Rodgers tomorrow.

I am of course concerned mainly with the problem of the Dependent Territories dealt with in para. 5(i) and I agree with the first sub-paragraph of that paragraph.

The fall back position would exclude Hong Kong and even on the criteria suggested there, would cause considerable political difficulties with the Colony and, for example, set a bad atmosphere for very difficult financial negotiations on which we have to embark regarding an increase in Hong Kong's Defence contribution, We had agreed earlier that we should consult the Governor of Hong Kong once official discussions

I hope therefore were over, which will not be until 13 January. that if the fall back is discussed with the Minister of Overseas Development and with Mr. Rodgers, Lord Chalfont would feel able to reserve our final position until we had had an opportunity, as originally envisaged to consult with the Governor.
