that the overlap between the Ordinance and the Order was pointed out in the letter of 17 April 1968.
We would very much like to bring this matter to a conclusion but I think that, before we can, we must know precisely what powers Hong Kong is to have. I would be happy to discuss the whole rather complicated situation (from a copyright view point) with you if that would help.
