Will you please refer to our recent telephonic discussions on the above matter?

I think that it is high time that you were given an account of the situation as it appears to us here. I am accordingly enclosing the following documents:
(a) a copy of a comprehensive memorandum which sets out the background of the present position;
(16) a copy of a letter which we have recently addressed to the Governor and which indicates our present attitude to the subject;
(c) a copy of RTV's television licence in Hong Kong.
3. You are, I think, already in possession of copies of the draft Copyright Order in Council and the draft Hong Kong Copyright Bill. In addition, we have sent you, from time to time, copies of the exchanges of saving despatches which we have had with the Governor. I think, therefore, that the enclosed documents will complete your briefing on the subject.
4. So far as (a) above is concerned, we would welcome any crit- icisms or queries or suggestions that you may have to make. We may, for example, be wrong in our facts in so far as the position in this country is concerned. Again, if you have any views as to the relative validity of the arguments advanced by RTV and TVB respectively in support of their cases, we should be most grate- ful to receive them.
