Although Clause 10 will require to be

specifically considered by Ministers we cannot

confine our submission to this particular issue

along and we shall need to present the Bill as

a whole and mention steps that it is proposed

to take to resolve other outstanding points men-

tioned in my letter to Roberts of 9th February.
