receive separate communication mentioned in your
last paragraph.
Although Clause 10 will require to be
specifically considered by Ministers we cannot
confine our submission to this particular issue
along and we shall need to present the Bill as
a whole and mention steps that it is proposed
to take to resolve other outstanding points men-
tioned in my letter to Roberts of 9th February.
Preparation of submission cannot therefore be
completed until after receipt of communication
referred to above.
