Paragraph 26: Although the enrolment in Communist schools is still only 21% of the total school populat- ion of the Colony, the total given (29,000) is the highest figure that I have yet seen quoted. An inc- rease in this figure is not surprising, however, having regard to the Governor's statement that some two thirds of the children of hard-core Communist, or Communist- influenced, families have to go to non-Communist schools (presumably because there are not enough places for them at Communist schools). We can certainly expect a further rise in the number of children at Communist schools in the future.

Paragraph 29: We still await the Governor's proposals for re-organising local government, but we have known for some time that those proposals are likely to be cautious.
