I have the honour to refer to your despatch No.

470 of 23 April in which you reviewed the principal

developments that took place in Hong Kong during the

preceding-year/ 1969-70.

2. The sustained buoyancy in all sections of the

Colony's economy, as outlined in your despatch, is an

achievement for which, once again, I should like to

congratulate you and your Government. There could be

no more convincing proof of the strength of public

in the Colony's ability to confidence in Hong Kong under your leadership and - maintain its position and pay its way.

3. At the same time, I know that you will share my

view that there can be no grounds for complacency.

Although the communists gave relatively little trouble

appears

during the period under review, it seems likely that

their more militant cadres have now accepted the change

in policy from that of violence to a long-term ideol-

ogical campaign. It seems reasonable to expect,

therefore, that their energies will become more and

more concentrated on exploiting any real or alleged

shortcomings on the part of the administration in

dealing with those problems which most readily lend

themselves as material for communist propaganda and

for criticising the Government.
