I enclose the Annex B required to complete your paper. The increase over £27M is largely accounted for by the inclusion of a much larger programme for married quarters arising from the recommendations of a Working Party on this subject whose proposals are now with the Treasury. The other large addition concerns the provision for minor Part II Services and Maintenance which has increased by over 50%. This is accounted for by an increase in prices in Hong Kong of over 30% in the last six months (together with an increase in the basic bid for maintenance) It follows that, as with the earlier programme, the figures cover projects' for which there is as yet no formal approval. I am sending copies of this letter and the enclosures to Gedling and Stretton.
