Dear Monson,
1.
Thank you for your letter of 11 December enclosing a draft of your Secretary of State's DOPC paper about the Hong Kong defence contribution.
2. Your draft does not quite tell the whole story and I think my Secretary of State may wish to circulate a paper of his own. A draft of this is enclosed and I should welcome comments on it. I should be glad to discuss it urgently with you and Gedling if that would be useful.
3.
I suggest the following detailed amendments to your draft:
a.
In the second sentence of paragraph 1 I suggest you should omit the words "the total of £5M being expressed as being in aid of the UK's balance of payments contribution". I am told that this description was not in accordance with the views of HMG, though it was thought expedient in the circumstances of the time not to make an issue of this.
b.
In the third sentence of paragraph 5 I suggest that the words in brackets should be expanded to read "four major Army units plus certain Naval and Air Elements".
C.
In the second sentence of paragraph 7 the 15% is I think of Government expenditure, and this should be stated.
