copy of my letter of 9 October, 1969 to the Governor (Flag B) and

his reply of 7 July last (Flag C)

We have considered carefully whether in view of the uncertainty about the future size of the Hong Kong Garrison, we ought to delay in passing the Governor's "offer" to the Ministry of Defence. But on balance I feel we would get into difficulties if we "sat on" the Governor's letter. We are, after all, part of H.M.G. I am therefore proposing to write to my opposite number in the Ministry of Defence on the lines of the attached draft. (Flag-D).
