We discussed this and I undertook to prepare an

alternative draft. I am still not sure how the Governor

is going to sell the figure of £8m. to his unofficial

advisers without giving them details of the costs of the

Garrison. However, that is his concern. The MOD

and/or the Treasury may come back about the suggestion

that certain of the non-recurrant capital works should be

"earmarked" as the future property of the Hong Kong

Government.

We can, however, deal with this later if

the point is raised.

We have considered carefully whether in view of the uncertainty about the future size of the Hong Kong Garrison, we ought to delay in passing the Governor's "offer" to the Ministry of Defence. But on balance I feel we would get into difficulties if we "sat on" the Governor's letter. We are, after all, part of H.M.G. I am therefore proposing to write to my opposite number in the Ministry of Defence on the lines of the attached

draft.
