We agreed at our meeting on 7 September that the Ministry of Defence would draft a letter to the Governor of Hong Kong putting to him various points concerning the offer he made of a contribution of £8M per annum.

2. I hope you will find the attached draft satisfactory. refers to an Annex giving revised costs for the garrison as a whole for 1971/72. This would replace the table attached to the FCO letter of 9 October 1969 and would give the Governor the latest overall cost picture as well as reflecting the changes in cost from the likely reduction in size of the Army garrison. This cost table is being prepared and I will send it to you shortly.

I am sending copies of this letter and the draft to Gedling and Stretton, and I hope they will let you know if they have any amendments to suggest.
