I am commenting on the draft attached to Gwynn's letter of 15 September in Stretton's absence on leave.

Paragraph 3b of the draft refers to minor works and maintenance. The effect of the present agreement is that Hong Kong Government consider themselves totally responsible for the maintenance and minor new works for an agreed part of the gar- rison, irrespective of the cost, although a notional figure of £0.475m per annum was included in the make up of the £5m per annum. Tactically, therefore, I would suggest that it is in our interest to avoid mention of cost. This is an important part of the agreement, as the Governor previously considered that the fact that he could show that they were contributing in kind rather than cash, would make the contribution more palatable.

May I suggest, therefore, the following comparatively minor amendment to para- graph 3b.
"Minor Works and Maintenance"
The existing arrangement whereby the Colony is physically and financially responsible for a proportion of the minor works and maintenance it carries out on behalf of the Services has worked satisfactorily and is a system which we should all presumably be happy to continue. Is this your intention and will
the Colony's share fall outside the defence contribution?
