Sir L. Monson, Mr. Wilford and I attended a

meeting in the Ministry of Defence on 7 September

to consider the question of the Hong Kong defence

contribution in the light of the Governor's letter

of 7 July. The MOD have not seen a copy of that

letter; the gist of it was conveyed to them by

Sir L. Monson in his letter to Mr. Gwynn of 5

August.

2. The MOD record of the meeting is attached.

As Mr. Wilford has pointed out, the record tends to

concentrate on expressing the interests of the MOD

and the Treasury and it contains in fact only one

sentence which mentions the views of the FCO. A

brief history on this subject is given in the

attached note. (Paragraph 2 of the note is now

out of date in view of the virtual certainty that

the post-1971 Garrison in Hong Kong will remain at

its present strength of 63 major Army units:

Paragraph 7 of the note should be ignored).

Governor's letter of 7 July carries on the story

from the end of paragraph 6 of the note.

When considering this matter it may be helpful

to have before us the Memorandum of Understanding

accepted by HMG and the Hong Kong Government in

1966 which sets out the details of Hong Kong's

present defence contribution.
