Attached is a draft minute to me from Mr. Gaminara,

a draft letter to Mr. Gwynn and a revised draft of the

letter to the Governor.

2. Mr. Gaminara has amended paragraph 2 of the

penultimate paragraph of his original draft to Mr. Gwynn

to take account of the views you have expressed to me.

3. I have underlined in the revised draft letter to

the Governor the changes we are proposing.
