I expect you have seen a copy of Davenport's letter to Thomas of 21st January about the establishment of additional Whirlwind helicopters in Hong Kong, and I imagine that it is your intention to pass this information on to the Governor. However, I thought I should make it clear that it was a specific request by our Secretary of State that it should be made clear to the Governor that we do not regard our agreement to provide the increase now at HMG's expense as committing us to continue on this basis after March 1971. You may also wish to inform the Governor that the additional cost which we shall be bearing in the coming year on this account has been calculated (using the same basis as the table attached to Monson's letter of 9th October) as £194,000, including £43,000 in local expenditure. Perhaps you would be good enough to let me have a copy of any further letter that goes to the Governor.

We had been hoping that we should have received before now some reaction from the Governor to Monson's letter, and I should be grateful for any information you may have about when we may expect to see something.
