would be fully employed as such, and would in any case not wish his freedom of movement to be inhibited by national considerations. We assume that the submarine, if provided, would form part of the RAN Submarine Squadron and would be allocated to ANZUK operational control when deployed in the SE
Asia area.
19. Commodore Hong Kong could fulfil neither the national nor ANZUK role as he is part of a separate command organisation, is remote from the Indian Ocean and isolated from events in Singapore. The arrangements whereby he is to have by 1972 full command of the mine countermeasures vessels permanently stationed in Hong Kong and operational control of the guard ship should remain
unaltered.
Army Command
20. The maximum operational and training efficiency and, perhaps more important, logistic economy would be achieved by the integration of the three battalions and supporting units We should comprising the ANZUK land forces into a Brigade. therefore take all possible steps to ensure that an integrated ANZUK Brigade can be formed and if it is, we foresee no difficulty in providing the Brigade Commander, in turn, from
the UK.
