Hong Kong (Primary Education) Mr. Orbach asked the Secretary of State for Foreign and Commonwealth Affairs what representations he has received calling for the introduction of compulsory primary education in Hong Kong; and if he will make a statement.

Mr. Luard: My right hon. Friend has not yet received any representations on this subject. It is of course, as the hon. Member knows, a matter of continuing interest in Hong Kong. On the general issue, I have nothing to add to the answer given to my hon. Friend the Mem- ber for Brighouse and Spenborough (Mr. Colin Jackson) on 15th December, 1969. -[Vol. 793, c. 234.]

HOME DEPARTMENT

Police Cars (Cornwall)`

Mr. Pardoe asked the Secretary of State for the Home Department if he will obtain a report from the chief constable on the number of police cars which were operating in Cornwall in 1964 and on the latest date for which figures are available.

Mr. Elystan Morgan: I am informed that the number operating in 1964 was 10. The number based in Cornwall now is 51.

Miss Quennell asked the Secretary of State for the Home Department if he will now take steps to enable disabled people, who are fully eligible to vote, to use

HOUSING AND LOCAL GOVERNMENT

Water-Skiers (Insurance)

Sir E. Bullus asked the Minister of Housing and Local Government if he will introduce legislation to ensure third- party insurance on water-skiers taking part in the sport in British coastal waters.

Mr. Denis Howell: Neither my right hon. Friend the President of the Board of Trade nor I see any reason for such legislation. Local authorities in coastal areas already have powers to make bye- laws to deal with the problems which may be created by water-skiers in rela- tion to other users of coastal waters. I hope these powers will be used and also that water-skiers will take note of the

publicity given to the need for third- party insurance.

Mr. McNamara asked the Minister of Housing and Local Government how many rate rebates have been paid in the city and county of Kingston-upon-Hull yearly; and to what value.
