The Governor of Hong Kong began by requesting
confirmation that Hong Kong would figure as a benefi-
ciary under the UK GPS. This was a presentational
point which would reassure Hong Kong and might have
some influence on other donors. Mr. Lam confirmed that
this was so, but that any UK statement on beneficiaries
was premature. There was no objection however to Hong
Kong officials reassuring the territory on the matter.
