I attach a draft record of the meeting with Hong Kong

I have made a few small changes in the draft record. Apart from them, my only doubt relates to the first paragraph. Are you sure that Mr. Lam spoke so categorically? My own (admittedly rather vague) recollection was that he was more inclined to rest himself on the tatement that this was an academic question since Hong Kong already got virtually complete free entry into this country; and that when the Hong Kong side pointed out that there were certain items among imports from Hong Kong which were dutiable here, Mr. Lam rather brushed this aside as being of minimal importance. Unless you are in fact completely sure that he did speak as categorically as your CONFIDENTIAL
