Hong Kong rests with FIG, and must be taken
in the context of our overall negotiating
position and tactics. While we shall be
discussing Hong Kong's relations to our
negotiations, Hong Kong officials will also
take this opportunity to discuss with their
British counterparts other subjects of
mutual interest on which fuller briefing has
been prepared elsewhe re These latter points
are only touched on in this brief.
1961/3 Negotiations
3. No provisional agreement had been reached
before the previous round of negotiations
ended. The Six rejected the original British
proposal that Hong Kong should be associated
with the enlarged community under Part IV
of the Treaty of Rome. They did not consider
that association was appropriate for a
dependent territory with well developed
manufacturing industries.
The British
proposal on the table at the end of the nego-
tiations contained the following elements:
(a)
special arrangements for cotton textiles;
(2) the same decalage for other manufactured
goods es arranged for the Asian common-
wealth;
(c) provision for periodic reviews to
isclate and examine problems in Hong
Kong's trade relations with the enlarged Community arising out of Britain's entry.
