Hong Kong Representation in Brussels

In your letter of 30 June to Hong Kong you

referred to the importance of keeping Dodge in

touch with developments in connection with our

negotiations for entry into the European Communities.

Sir J. Marjoribanks has subsequently suggested, and

Sir C. O'Neill agreed, that it would be useful if

he attended the briefings which are to be given to

Commonwealth Representatives in Brussels.

2. I submit a draft letter to Hong Kong informing

them of this. E. I.D. agree.

3. E.I.D. would be reluctant to see the Hong Kong

representative in London attending the briefings given

to Commonwealth High Commissioners in London, partly

because these meetings are already very large, and

partly because some dependent territories have

representatives who could not appropriately be in-

vited to such meetings. They are of course prepared

to brief the Hong Kong representative here when

necessary.
