during the negotiations. The Dutch wanted to be able to take account of the views of the candidato countries, but somo thought it would be difficult to ask the Council of Ministers not to tako important decisions during this period. In the communiqué issued after the summit meeting at the Hague, the Governments were instructed to complete and decpon the Community as well as to enlarge it. HMG should not expect too much of the Dutch in this respect.
Dr. Rippen said he quite agreed. Dr. Luns's remarks underlined the need for keeping the negotiations short. The political will to succoed was there and must be exploited. MG perfectly understood the position of the Community, but naturally did not want the Community to do things which could make the negotiations wore difficult. The way in which the fisheries regulation had been brought forward was probably a coincidence, but lorway, large areas of which depended on fisheries, would be very hard hit. (Dr. Luns romarked that you could smell the country at 4,000 FE) Dr. Rippon said that as for other matters on which the Six were hoping to make early progress, we found the proposals in the Davignon Committee report very reasonable, but of course less than what we already tried to do in Western Euroncan Union. Formal consultation between the Six and the candidates mattered less than real co-operation. Nor were wo worried about the recommendations of the Worner roport. Britain was ready to go as far and as fast towards economic and monetary union in Europe as any in the Community. On all these and other matters we wanted to deal with the Community and the Commission as a whole, and to seek their huda nad advice. The Commission should advise us now as it would when we joined the Community. Bilateral talks with the individual countries concerned could not be conclusive: indeed it was sometimes said that six yoses in national capitale added up to a no in Brussels.
