too badly. He hoped that it would be possible to make some progress, for example on such matters as pig meat, eggs, liquid milk and the auricultural review, at the Ministerial meoting in Luxembourg on 27 Botober. There should be further. progress on other issues on 8 December. His hone and aip was that the back of the negotiations would have been broken by July and that the instrument of British accession to the Communities could be signed in January, 1972. He realised that there were difficulties for the members of the Community as well as for Britain. Hence we had takon care not to put demands on the Community, but rather offer possible solutions to the problems. However he had learned on 14 October that in many ways the Commission preferred us to put forward our proposals and thereby set the basis for discussion. There were three main problems. The first was Community finance. The arrangements which suited a Community of Six would not necessarily be those which would best suit a Community of Ten. For us there was the problem of how much to pay for the privilege of opening up our markets to European agricul- tural exports. (When Mr. Lardinois laughed at this phrase, Dr. Luns remarked that "that cynical laugh could have been dispensed with".) Hr. Ripnon said that the second main problem was New Zealand. In this case we hoped to conclude with the Community a continuing arrangement subject to review. The third problem was sugar. Then there were some minor matters, such as duty free or low duty quotas. In this respect we were asking for a great deal less than during the last nogotiations and a good deal less than the Six already accorded themselves.
3. Dr. Luns said that there were some problems on which clarification from the British side would be welcome. The British and Dutch must work together to produce solutions but they must not be in evident collusion. A major difficulty was to decide how far the candidato countries should take part in the "thinking, if not the decision making" of the Community
