Mr. Denman, Under-Secretary Board of Trade, who is a

member of the British negotiating team for entry into E.E.C.

rang me this afternoon to say that, following on a letter from

Sir Con O'Neill of 13 July, he would, if we agreed, like to

visit Hong Kong for the purpose of discussing with the appropriate

people there the problems involved for Hong Kong in our entry

into E.E.C. The visit would be for briefing purposes and he

would like it carried out as discreetly as possible.

Owing to other commitments he would plan to leave here

on 3 August arriving in Hong Kong on the afternoon of

Tuesday, 4 August and stay for three full days or so.

I told him that we would put the proposal to the

Governor with our support. Could you put this in hand please?

In view of the need for discretion, it would be desirable for

Mr. Denman to confine his contacts to officials in the Hong

Kong Government. If it proved desirable that he should see

anyone outside official circles and, if this could be done

without infringing the "discreet" nature of his visit,

arrangements could no doubt be made during the time he is

in Hong Kong.
