You wrote to me on 10 July about the vexed question of the growth rate for Hong Kong's wide sheeting and sheets

As you know, Eric Ho sent me a letter on 30 June 13 quotas.

I have been as anxious as you to get this settled in a manner acceptable to all. I tried unsuccessfully to speak to you on the telephone earlier this week; but as I am about to go on leave myself, I decided to get a reply off to Eric Ho (copy attached), in terms which you will, I hope, regard as reasonable. I do not foresee any difficulty in agreeing, when we come to settle the 1971 arrangements for Hong Kong, that the growth formula for sheeting and sheets should be increased from 3 per cent to 5 per cent. On present showing, however, it seems doubtful whether Hong Kong will qualify - by using 95 per cent of this year's

In the first six and a half months of 1970, only 7 per cent of the grey sheeting and sheets quotas were used, and only 11 per cent of the finished sheeting quota.
