David Sellers of the Hong Kong Government London Office tells me that Hong Kong are disappointed at Carey's letter of 6 August to Ho at (14E). Jordan, who is Acting Director, Commerce and Industry Depart- ment in Hong Kong, has replied to Carey and has sent a copy of his letter to Mr. Wilford.

2. Sellers is somewhat alarmed at the phrase in Carey's letter "We still have to settle the arrange- ments for Hong Kong's cotton textile exports to the U.K. next year": it was Hong Kong's impression that the"Heads of Agreement" which expire this year would be renewed by an exchange of letters. Now Sellers fears that Mintech may intend to try and alter the arrangement. He will have a talk/to try to clarify the situation.

It would not seem necessary for Mr. Wilford to write to the Director, Commerce and Industry,Hong Kong at present.
