I have the honour to refer to the discussions leading to
1970 of a Memorandum of Understanding in
the signature on respect of Hong Kong's exports of certain garments to Sweden.

In the course of these discussions it was proposed that the Hong Kong Government should institute, for the period covered by the aforementioned Memorandum, a system of Export Authorisations for the following groups
