Just before you joined the Hong Kong Department, Herbert Stewart sought some reassurance, as he put it, for your colleagues in other Ministries that when Alec Hermann aproached the Americans for their response to the recent C.T.C. conclusion on improvements in the C.T.A. any discussion of non-cottons would be resisted.

I read over to Herbert the relevant portions of Alec's brief on this subject and he expressed an interest in seeing the brief as a whole. I have now obtained another copy,

which I enclose.
