Your minute of 26 May below crossed with a minute I sent you with comments on your earlier minute of 20 May in particular that I felt that if we gave Hong Kong full responsibility for its own commercial policy decisions we might not be able in the last resort, because of our responsi- bility for its internal administration, to let them "sink or swim" in their trade relations with the outside world.

2. The main point now, however, is what line we are going to take on non-cotton textiles in the face of failure in our approach to the United States and (if I read the telegrams aright) the likelihood that the Japanese are going to give way to American pressure. I would be grateful to be kept in touch with developments in this field.
