I see no need to detail the arrangements of 1964-68 as there were described in our Saving Despatel of al 31/7/675 have amplified the adorce on requitability of agreements. It is not clew to me whether it is all one to H.K. Dyt. whether or not there instruments are in the form of treaties. If it is a matter of indifference to H.M.G, could we not let Hong Kong decide-subject, of coure, to the wiles of the other country concerned?
