Arrangements governing freedom of establishment in the Associated States (Antigua, St Kitts-Nevis-Anguilla,
Dominica, St Lucia, St Vincent & Grenada
There is no specific legislation in the Associated States governing the establishment of businesses by non-belongers (although the usual "tax holidays" etc. are offered as inducements to suitable foreign investors). Control of such activity is exercised in practice by the immigration/home affairs authorities who determine hon-belongers' entitlement to residence and/or work permits. Each case is considered on its merits, but in general permits are only issued to non-belongers if they bring skills which are not to be found among the particular island's own belongers. In such cases, investors are expected to train local staff to take over from non- belongers. There is also an increasing tendency for companies to be asked to offer a proportion of their share capital for purchase by belongers.
