negotiating for themselves and one of the well-

known difficulties about Hong Kong is that it is

not in that term a country that can negotiate for

itself. But I supose you were using, the term as

associations in a much wider sense, meaning any kind

of formalized relations to the community and so far

as it is concerned no decision has been made.

I did not come here to reach decisions

or to conclude agreements.

information and get a better understanding of the

problem.

Everybody seems certain that Britain will

join the Common Market. Can I ask in your own personal

opinion, do you think it will or not?

Ans.

I am quite certain Britain will join this

time. If I look around the conference table when

we have the entry negotiations, it seems to me

that everyone around the table is now serious, so

this time it will work.

Hong Kong has not been able to get

associate membership,

What is your

personal opinion that Hong Hong will be able to

get an associate membership?

Ans.

Again associate membership used as a torm

as we uso it I think is not in question. I don't

think that is at the moment what we are discussing.

At the same time I think probably Britain will make

a strong point of the articular requirement of

Hong kong and we will then have to see how we respond
