There are indications that the Community

Delegation may tell us at the next meeting of Deputies in Brussels on 14 October that they are not prepared to associate Hong Kong with the enlarged Community und¤ Part IV of the Rome Treaty.

If the Community Delegation take this line, our Delegation will accept the disappointment, and go on to say that it will be all the more important that we should have an early discussion with the Community about the future relationship of Hong Kong with the enlarged Community and that this discussion would clearly need to cover the treatment of Hong Kong under UNCTAD. They would express the hope that the Community would defer any decision on the latter point until we have considered together the whole question of future relations with Hong Kong which we are ready to do at a very early meeting.
