I have the honour to refer to the discussions which
took place on 23 Maroh and 20 Ma, last, between the representatives
of the Commission and the representatives of Hong Kong concerning
the conclusion of an Article 4 agreement on trade in cotton textiles.
Following on what was a fewd at these discussions, I have
the honour to forward to you, shinexed to tula leltor, the draft of
al agreement which mets out the essential elements of the offer
that the b.E.C. intended to draw up in respect to Hong Kong under
Article 4 of tae Lľa. The text of the igreanent being provisional
it can in due course be slightly modified before at reachee its
definitive form.

So as to encare the continuity of comm.icial relations
between the 5C and Hon, fon, for the products concerned it is to be
hoped that the negotiations may be completum at the latest by the
end of July; the nagotiations could start in Jrussels from the
beginning of July.
