Hong Kong Trade Union Registration (Amendment) Bill

The attached submission by Mr. Kinnear was held up by Sir L. Monson who feels that the proposed replies are too vague. He has pointed out that they are following up interim replies promising the results of detailed studying. He has also suggested that we should spell out that it is the practice of the Hong Kong Government to consult with all sections of opinion about publishing legislation before it is introduced into Legislative Council and to take into account any views expressed during that consultation, and that this Bill has been dealt with in accordance with that policy. would also like to see more on the substance of the points at issue.

Fortunately, we now have Sir H. Norman-Walker's letter to Sir L. Monson of 9 November. This gives us the up-to-date position in other words the amendments to the draft sent to us with Hong Kong Saving Despatch No.1253 of 12 November. The amendments set out in the enclosure to Sir H. Norman-Walker's letter have now been included in the draft Bill.

I shall re-draft the replies to the Members of Parliament and others but before I do this I should be most grateful if you could let me have urgently your views on the Bill as it now stands. It is clear that the Hong Kong Government have taken pains to see that the comments and criticisms on the original draft Bill are fully taken into account.
