Hong Kong Trade Union Registration (Amendment) Bill

Mr. Wilford will remember that Sir L. Monson was not satisifed with the Department's proposed replies to Members of Parliament and others about the Hong Kong Trade Union Registra- tion (Amendment) Bill.

Since those replies were submitted, we have received Sir H. Norman-Walker's letter to Sir L. Monson of 9 November. This was most helpful and has enabled us to redraft the replies to all the letters outstanding, namely

Mr. J. Johnson, MP, to Mr. Royle (Mr. Royle offered to

provide a draft of a letter to be sent by Mr. Johnson to Mr. England in Hong Kong)

The revised version of the Bill meets all the legal adviser's criticisms of the previous version. acceptable to the Overseas Labour Adviser.

The amendments referred to in Sir H. Norman-Walker's letter were considered by the Executive Council on 8 December and the amended Bill approved for introduction into the Legislative Council.

5. Mr. Victor Feather has recently written again to the Secretary of State commenting both on the principal Ordinance and also on the amending Bill. He has raised some new points but I agree with Mr. Foggon that it is too late to consider holding up the Bill any further. Mr. Foggon has arranged a meeting with officials of the TUC on 5 January, 1971. It is hoped that the Hong Kong Registrar of Trade Unions (who is at present on leave) will be able to take part in that meeting. The attached letter from Mr. Wilford to Sir H. Norman-Walker

despatele (which, I hope, we shall be able to get into the classified

bag leaving on 26 December) seeks to obtain the agreement of the Hong Kong Government to this proposal and also their views on

the points raised by Mr. Feather.
