I have now had time to read the paper which you

kindly gave to me recently in Hong Kong in which

you comment on the draft Trade Union Registration

(Amendment) Bill.

2. I should like to emphasise that it is the

practice of the Hong Kong Government to publish

legislation of this type before it is introduced

into Legislative Council. This gives all sections

of opinion an opportunity to express views about the

legislation, which can be taken into account before

or during the passage of the legislation through

the Legislature. This procedure has been followed

in the present case.

As the result of representations I am glad to

be able to tell you that in view of the criticism

of obscurity levelled against the inclusion of

"offences against public order" in Section 12(c) of

the Bill has been deleted. Also Section 24

(b) dealing with obstructions in a public street

has been dropped.

A number of other changes have been made in

the draft Bill before it was introduced into

Legislative Council and I hope you will agree that

all this represents a considerable improvement on

the original draft.
