I quite appreciate that it is not always possible to superimpose the institutions and standards of a mature democracy on the traditions of a society such as Hong Kong. In the case of the Trade Union Registration (Amendment) Bill, however, I am convinced that the rights of individuals and Trade Unions, already developed to an unsatisfactory state, will be further retarded.
I would appeal to you, therefore, to zealously exercise your full influence to prevent the proposed amendments from being enacted.
