Proposed Amendments
Thank you very much for your recent letters and your interest
in this matter. The latest developments are as follows:

When Anthony Royle was in Hong Kong recently, Mr. Rear and I asked him if he would see us on this matter but "he was unable to find time to do so".
There is no doubt however that he had been instructed to discuss the matter at a high level in the Hong Kong Government.
On the 15th October, the day after Mr. Rovle left, the Commissioner of Labour introduced the proposed amendments to the labour Advisory Board. All the members of the Board had received copies of our memorandum, and objections were raised to certain of the proposed amendments in the meeting. I enclose newspaper reports from the
South China Morning Post' and 'Hong Kong Standard'.

We understand that the Commissioner of Labour is now having second thoughts about the sections to which we have objected, and there is a good chance that he will drop or revise most of them.
Until the nature of these revisions is known and the Bill brought forward it will be impossible to judge how successful we have been in our aims. However, there is no doubt that your efforts in Britain had a considerable influence in causing the Government to think again.
We shall keep you informed of developments here, and meanwhile we trust that you will continue to pursue this matter with the British Government.
