NEW BILL HELPFUL TO TRADE UNIONISTS

Commissioner Of Labour Comments On Draft Proposals

Proposed amendments to the Trade Union Registration Ordinance

will give rank and file members effective control over the conduct of affairs

of their trade unions.

They will provide trade unions with simpler and additional opportunities

for challenging the decisions of the Registrar of Trade Unions.

They will also strengthen the powers of the Registrar to ensure that

the affairs of trade unions are properly conducted in the interests of members.

These are the principal purposes of the draft Trade Union Registration

(Amendment) Bill and subsidiary rogulations issued in the first half of

August by the Commissioner of Labour for general comment. The bill consists

of a considerable number of clauses dealing in detail with many aspects of

the organisation and registration of trade unions.

The Commissioner of Labour, Mr. R.M. Hetherington, said today he

welcomed comments on the draft bill which had been freely made available to

anyone who had expressed an interest in it.

"In the light of these comments, I will consider what changes might

appear to be necessary before making recommendations on its final text. I

have already received some comments, and I expect more, " he said.

Mr. Hetherington acknowledged that the 50 amending clauses and sub-

clauses involved an extensive and detailed knowledge of the principal

ordinance. He believed if these were thoroughly examined, it would be recognised

the bill introduced changes trade unions would find helpful in the fields of

organisation and registration.
