Trade Union legislation in Hong Kong

Mr. Blaker, MP, wrote to Mr. Royle on 5 October about an article in the "Financial Times" on 25 September commenting on draft Trade Union legislation recently published in Hong Kong. This legislation has attracted considerable attention both in Hong Kong and in the UK and we have already had enquiries from Mr. Frank Judd, MP, and Mr. Victor Feather. We have also had a Memorandum from Mr. J. W. England who is on the staff of the University of Hong Kong. The draft Bill has been with the Legal Advisers for the last few weeks and I under- stand that they will very soon be in a position to give us their considered views.

2. Meanwhile, however, I have drafted a reply to go to Mr. Blaker basing myself on a recent telegram from Hong Kong (No.664 of 30 September) and a statement issued by the Commissioner of Labour in Hong Kong on 29 September.
