I would agree with you that the present trend appears disquieting, at least on the surface, but in fact it is, of course, the result of the reduction in the permitted hours of work (please see my minute of 6 May, folio 70)). Moreover we can expect this trend to increase until the maximum of 300 hours overtime per annum is allowed in December, 1971 (your minute of 19 January).

We have not yet asked Hong Kong for their views on this trend. As the Factory Inspector's Report should be published fairly soon, I suggest that we await its findings. We will then be in a stronger position to take further action, if necessary.
