I have read this report on the rebuilding of the Communist unions with a good deal of interest. week we had a trade union delegation to see Lord Shepherd, and one of their complaints was the inadequate help given by the Government to the right- wing unions, amounting almost to an act of discourage- ment. At the present time, the only external help that the right-wing unions are receiving is from the International Textile Workers Organisation.
If we thought it was a sensible policy for help to be given to them on a wider front no doubt we could stimulate such help but we need to know where the Hong Kong Government stands. Is it accepted by them that "the most formidable opposition to the spread of communist influence in labour" would be, inter alia, "the establishment of strong and effective neutral unions"? I have seen little to suggest that the policy of the Labour Department or the Hong Kong Government is directed towards the encouragement of this end - and nothing that suggests that Hong Kong employers are seized of the dangers.
2. Perhaps you would let Mr. Laird see these papers since he was present at Lord Shepherd's meeting with the trade union delegation?
