A team of UK Inspectors (he hoped there would be three members) would visit Hong Kong shortly to review the

Factory Inspectorate. They would pay particular attention

to the effective administration of the law.

He had agreed to discuss the team's report with the trade union officials whom he had seen on 17 March and he

suggested that he should also go over it with Mr. Thornton and Mr. Rankin (Mr. Howarth had had to leave the meeting earlier for another engagement).

Out of some 14,500 industrial concerns, 117 were in a

position to apply for permission to employ women at night

and so far there had been twelve applications only. smaller enterprises could not qualify under the conditions

because night shifts had to include a minimum of one

hundred women.
