paragraphs 46-49 of the Report; this would include some
consideration of possible remedial measures.

Hong Kong and the Governor is confident that he can arrange for
aspects of these problems to be examined discreetly in Hong Kong by
senior officials without the real purpose becoming known (e.g.
renewal of franchises of the public utilities, rundown of the Civil
Service): some of the problems are already understandably
exercising the minds of senior officials there.
There is no need
in the Governor's view for the second study to be undertaken in
Hong Kong. He prepared his own first draft while on leave; it
has been left here with my department.
If officials are
authorised to go ahead, they will work on the draft consulting
the Governor at appropriate stages as opportunity offers.

Regular reviews of future policy proposed in the seventh
recommendation should take place annually. A revised report
should be prepared for submission to the Committee in the first
half of 1971.

Against the background set out in paragraphs 84-91 of the
Report the eighth recommendation (to revoke the Dorman Commission)
is considered appropriate.
