Mr. Maddocks, the Political Adviser in Hong Kong,
came in to see me at the beginning of his leave. In
the course of conversation he said that when a new
Governor took over in Hong Kong he thought that there
were certain fundamental questions which ought to be
asked. I suggested to him that he might jot down
what these questions would be. This he has done in
the annex attached. You may find them of interest
and value. I cannot from my own knowledge judge their
worth.
