Please refer to your letter HKK 1/19
of 28th August, 1970, about Haddon-Cave's selection to succeed John Cowperthwaite as Financial Secretary.
On reconsideration I agree that it would be more appropriate to announce Haddon-Cave's promotion before he leaves here for his London attachments. This will ensure, as you say, that there is no embarrassing leakage of the news whilst he is in London and that he has the opportunity to derive the maximum benefit from his stay there. propose therefore to issue the enclosed press statement at 5 p.m. local time on 29th September just after Cowperthwaite has returned from his European trip and before Haddon-Cave leaves Hong Kong.
Please let me know if you have any
comments on the wording or the timing of this announcement; and I am sorry to have had so many changes of mind on this.
