Parliamentary Question

The attached Parliamentary Question by Mr. John Rankin is for oral reply on 2 November.

The Question does not specifically relate to confrontation prisoners and must therefore be taken to refer to all prisoners generally. In any event, it is preferable that the Question should be dealt with in a general context (reference paragraph 5 of the Notes for Supplementaries) and that any reference to confrontation prisoners be avoided as far as possible.

3. A draft reply to the Question is attached together with Notes for Supplementaries. The reply is based on material provided in paragraphs 3 and 4 of Hong Kong telegram No.751.

4. The Parliamentary Office have asked for the reply to reach them by noon on Thursday 29 October. There have been no

previous Parliamentary Questions on the subject of sick prisoners.
